The Bursar reports directly to the Vice President for Enrollment Management. The Bursar directs and supports the development of fiscal controls for the assigned units; responsible for ongoing review and analysis of financial data; makes appropriate recommendations to the Vice President; oversees the operations of the student accounts and non-students account to ensure smooth and coordinated performance of their central functions and compliance with University policies and procedures as well as state and federal laws; and maintains materials for use in policy and procedure manuals and training documents. The Bursar prepares reports for internal units and external agencies (i.e., federal reports, program reviews, grants compliance, etc.); reviews and monitors organizational structure, workflow, and operating procedures necessary to foster a cooperative environment that serves the University community; supervises staff, and coordinates human resources activities, including: creating/modifying position descriptions, performance appraisals, hiring, staff training, discipline, conflict resolution, and termination of employees. Have knowledge of campus human resources policies, procedures, and employment development opportunities. The Bursar works closely with other members of the Division of Enrollment Management and across campus to ensure optimal processing and communication for an exceptional enrollment experience.
Significant duties and responsibilities include: Oversee the operations of student accounts and non-student accounts functions associated with the Bursar's Office.; Ensure compliance with all Federal, State, and University policies and regulations.; Nurture a student-centered culture throughout student financial services.; Development and maintenance of sound internal fiscal controls for student financial services.; Create and maintain a data framework that ensures effective operations and reporting.; Prepare reports for internal units and external agencies.; Review and monitor organizational structure, workflow, and operating procedures to foster a cooperative environment that serves the University community, while maintaining proper checks and balances as required by Federal and State regulations.; Monitor and manage all processing, outreach, technology, communications, and student and non-student accounts for billing and collections.; Coordinate activities with Accounting and Finance to ensure financial targets are achieved, included a monthly reconciliation follow up meeting.; Adopt GAAP and Government Accounting Standards to ensure consistent reporting of financial information.; Supervise the selection and hiring of all positions in the Bursar's Office.; In cooperation with UITS is responsible for the integrity of the Bursar's computer database.; Responsible for various reports that involve Student financial services data.; Responsible for keeping the campus abreast of all Federal and State regulations, and Board of Regents policies and procedures that concern Student financial services.; Work closely with the Vice President or designee in the oversight and administration of the Divisional budget and other funds awarded by the U.S. Department of Education for specific purposes.; Prioritize the needs and activities of the Bursar's Office.; Provide support to the Division of Enrollment Management by providing student financial services information at various recruitment functions, and divisional and campus meetings.; Participate on committees within and outside of the University, as appropriate and directed.; Responsible for regular and on-going training of all personnel within the Bursar's Office.
Minimum qualifications include: Bachelor's degree from a regionally accredited university.; Progressively responsible leadership experience and ability.; A minimum of 3 years of leadership experience directing financial account activities to include administering financial regulations, policies, and best practices; with preference given to candidates with experience in of higher education.; Strong commitment to personal and staff professional development.
Salary is commensurate with experience and education.

Develop and maintain a strong technical vocabulary and skill set in order to maximize operational efficiencies, particularly within the context of Banner and report generation.; Develop a sustainable culture of improvement, and evaluate processes, processors, and other personnel with a view toward optimal efficiencies and results.; Attend institutional, University System of Georgia, and professional meetings to ensure strategic levels of professional knowledge are obtained, developed, and maintained.; Lead in implementation of and adherence to institutional and University System of Georgia policies and regulations.; Engage in departmental strategic planning which contains goals compatible with divisional and institutional strategic plans.; Provide reports and analysis on the status of student applicants and retention efforts.; Communicate effectively in writing and in oral presentation.
